0 Introduction

Considering the safety risk and certification risk of the motor vehicles and trailers, this Rules was formulated to specify the general principles and requirements of implementing compulsory product certification for the vehicles within its Application Scope, and is intended to ensure the certified vehicles consistently comply with the requirements of relevant laws & regulations and applicable standards.
This Rules is used together with the such general implementation rules issued by the CNCA as "Implementation Rules for Compulsory Product Certification - Classified Management of Manufacturers, and Selection and Determination of Certification Mode", "Implementation Rules for Compulsory Product Certification - Utilization of Manufacturer’s Testing Resources and Other Certification Results" and "Implementation Rules for Compulsory Product Certification – General Requirements for Factory Inspection".
Certification Authority shall, based on the classified management of manufacturing enterprises, develop the Detailed Implementation Rules, pursuant to the general implementation rules and this Rules, which shall be put into effect in conjunction with the general implementation rules and this Rules.
The manufacturing enterprise shall ensure that the certified products consistently comply with the requirements of certification and applicable standards.
1 Application Scope
This Rules applies to the motor vehicles of Categories M & N and the trailers of Category O (including complete vehicles and incomplete vehicles) operating on highways and urban roads in China.
This Rules doesn't apply to the low-speed vehicles (a generic term for tri-wheel vehicles and low-speed goods vehicles), the vehicle operating on railways, the wheeled mobile machinery for special purpose which is not designed or manufactured for operating on roads and which is mainly used on closed roads and sites for construction, the tractors for agriculture and forestry, the construction machinery or the Category III chassis.
Considering the adjustment of application scope arising from the changes in such factors as laws & regulations, applicable product standards, technologies or industry policies, the announcements issued by the CNCA shall prevail. Where the application for certification arises from scientific research, testing or other special reasons, the "Provisions on the Administration of Compulsory Product Certification" and the relevant CNCA provisions can be exempted.

2 Terms and definitions

The terms and definitions of vehicles are specified in GB/T 3730.1 "Motor vehicles and trailers-Types-Terms and definitions", GB/T 17350 "Terms, marks and designation for special purpose vehicles and special trailers" and GB 7258 "Technical Specifications for Safety of Power-driven Vehicles Operating on Roads"; the classification of vehicles is specified in GB/T 15089 "Classification of power-driven vehicles and trailers"; other terms are specified as below:
2.1 Complete vehicle: The vehicles that are provided with the intended service functions with no need to undergo any manufacturing process.
2.2 Incomplete vehicle: The vehicles that can realize the intended service functions only after having undergone a further manufacturing process.
2.3 Multi-stage manufacturing vehicle: The vehicles that can realize the intended service functions only after having passed the multi-stage certification.
2.4 Fundamental vehicle: The complete vehicle and Category II chassis used for retrofitting.
2.5 Parts: The minimum independent unit that constitute the assembly, system and vehicle. For example, the glass in rear-view mirror assembly and the couplers in brake hose assembly.
2.6 Assembly: The combination composed of parts and provided with a certain function. It may be independent or a part of vehicle or system, e.g. headlamp assembly, steering wheel assembly in steering system.
2.7 Parts and Components: A generic term for parts and assemblies.
