China Ministry of Ecology and Environment Issued a New Mandatory Emssion Standard for Diesel Fuelled Heavy-Duty Vehicles CHINA VI GB 17691-2018 English
GB 17691-2018 Limits and Measurement Methods for Emissions from Diesel Fuelled Heavy-Duty Vehicles (CHINA VI)
For the purpose
of implementing the Environmental Protection Law of the People's Republic of
China and the Law of the People's Republic of China on the Prevention and
Control of Atmospheric Pollution, this Standard was established to prevent and
control the exhaust emissions from motor vehicles installed with compression
ignition engine (CIE) and gas fuelled positive ignition engine (PIE) and to
improve ambient air quality.
With respect to
China VI, this Standard specifies the limits and test methods for emissions of
gaseous and particulate pollutants from the CIEs and the vehicles equipped with
CIE, and the limits and measurement methods for emissions of gaseous pollutants
from the NG/LPG fuelled PIEs and the vehicles installed with NG/LPG fuelled
PIE.
This Standard
applies to type test, conformity of production (COP) check, supervisory
inspection of newly manufactured vehicles and in-service conformity check for
the compression ignition engines and gas fuelled positive ignition engines
installed on Category M1 vehicles with a GVW exceeding 3,500 kg and Categories
M2, M3, N1, N2 and N3 vehicles, and for the above-mentioned vehicles.
Compared with GB
17691-2005 “Limits and Measurement Methods for Exhaust Pollutants from
Compression Ignition and Gas Fuelled Positive Ignition Engines of Vehicles
(III, IV, V)”, the significant changes are as follows:
− Imposed stricter limits for exhaust emissions, added the emission
limit for particle number (PN) and modified the test cycle for exhaust
pollutants;
− Added the requirements and limits for World-harmonized Not-To-Exceed
(WNTE) emission test;
− Added the requirements and limits for Portable Emissions
Measurement System (PEMS) emission test;
− Improved the durability requirements;
− Added the provisions on emission warranty period;
− Revised such technical requirements as monitoring items,
thresholds and monitoring conditions for on-board diagnostics (OBD) system;
− Added the requirements for the position and orientation of
tailpipe vent;
− Added the requirements for the NOx emission concentration at valid
data points in real driving cycle;
− Added the requirements for reducing NOx emission from the parent
engine;
− Revised the methods for checking and verifying the conformity of
production and in-service conformity;
− Added the compliance requirements for newly manufactured vehicles;
− Added the requirements for type test of dual fuel engines;
− Added the requirements for type test of replacement pollution
control devices.
As from the
implementation date of this standard, GB 17691-2005 “Limits and Measurement
Methods for Exhaust Pollutants from Compression Ignition and Gas Fuelled
Positive Ignition Engines of Vehicles (III, IV, V)” and the content concerning
gas fuelled positive ignition engines in GB 11340-2005 “Limits and measurement
methods for crankcase pollutants From heavy-duty vehicles equipped with P.I
engines” are replaced by this standard.
GB 17691-2018 was organized and formulated by the Department of Air Environmental Management
and Department of Science, Technology and Standards under Ministry of Ecology
and Environment.
GB 17691-2018 was drafted by Chinese Research Academy of Environmental Sciences, Jinan
Automobile Test Center, Beijing Institute of Technology, China Automotive
Technology and Research Center, Xiamen Environmental Protection Vehicle
Emission Control Technology Center and Tsinghua University.
GB 17691-2018 was approved by the Ministry of Ecology and Environment on May 22, 2018.
GB 17691-2018 acts as the basis for type test from the date of issuance. As from July 1,
2019, all gas fuelled vehicles manufactured, imported, sold and registered
shall comply with the requirements of the Standard; as from July 1, 2020, all
urban vehicles manufactured, imported, sold and registered shall comply with
the requirements of the Standard; as from July 1, 2021, all heavy-duty diesel
vehicles manufactured, imported, sold and registered shall comply with the
requirements of the Standard.
As from the date
of issuance of GB 17691-2018, all relevant provincial standards shall be
abolished or invalid.
As from the
implementation date, GB 17691-2018 replaces GB 17691-2005 “Limits and
Measurement Methods for Exhaust Pollutants from Compression Ignition and Gas
Fuelled Positive Ignition Engines of Vehicles (III, IV, V)”.
GB 17691-2018 is interpreted by the Ministry of Ecology and Environment.
