0 Introduction

Base on the principles of maintaining standardization and validity of compulsory product certification, improving product quality, serving certification clients and controlling certification risks, the “Detailed Implementation Rules for China Compulsory Certification - Seat and Seat Headrest Products for Motor Vehicles” (hereinafter referred to as “Detailed Rules”) was established in accordance with CNCA-C11-12:2014 “Implementation Rules for Compulsory Product Certification - Seats and Head Restraints for Motor Vehicles” (hereinafter referred to as “Implementation Rules”), the general implementation rules of the CNCA for compulsory products, which includes CNCA-00C-003 “Implementation Rules for Compulsory Product Certification - Selection and Determination of Classified Management and Certification Mode for Factories”, CNCA-00C-004 “Implementation Rules for Compulsory Product Certification – Utilization of Factory’s Testing Resources and Other Certification Results”, CNCA-00C-005 “Implementation Rules for Compulsory Product Certification – Requirements for the Factory’s Quality Assurance Ability” and CNCA-00C-006 “Implementation Rules for Compulsory Product Certification – General Requirements for Factory Inspection”, as well as the quality manuals, procedure documents and operation instructions of CAQC Certification Co., Ltd. (hereinafter referred to as “CAQC”); this Detailed Rules serves as the supporting document for the Implementation Rules and is jointly used with the Implementation Rules.
All content of this Detailed Rules, such as applicable product scope and certification basis, is consistent with the relevant provisions of the Implementation Rules, and is modified and implemented along with the Implementation Rules as appropriate to the announcements, such as CCC product catalogue change, adjustment and definition of product certification scope, issued by the Certification and Accreditation Administration of the People’s Republic of China (hereinafter referred to as “CNCA”).

0.1 Terms and definitions

0.1.1 Testing at manufacturer's premises (hereinafter referred to as TMP method)
The engineer(s) of designated laboratory performs testing with the testing equipment that belongs to the factory laboratory, assisted by the tester(s) assigned by the factory. The said designated laboratory shall be responsible for reviewing, approving and issuing testing report.
0.1.2 Witnessed manufacturer's testing (hereinafter referred to as WMT method)
The engineer(s) of designated laboratory witnesses all testing completed under the factory laboratory testing conditions and with the equipment of the factory laboratory, or witnesses partial testing conditions and items with regard to the testing plan submitted by the factory. The factory laboratory tester(s) is responsible for issuing original record, and drafts, in conjunction with the witness engineer(s) of designated laboratory, the testing report according to the format required. The said designated laboratory shall be responsible for reviewing, approving and issuing testing report.
